There is a need to analyze the discourse of citizen education in Mexico’s Elementary school Curriculum for 2011, based on the translation and interpretation of its approaches since we are currently under difficult times, in which various concerns become visible and require prompt attention from the active participation of individuals within the community. It is based on the questions: What influence do the international and national contexts have on the meanings of citizen education? What does the discourse on citizen education say in the 2011 Study Plan? During the development of the text, the political and theoretical perspectives proposed by different authors are confronted, which are enriched with the process of analysis and interpretation, for which the analytical approach was used and the documentary review was used as a method. The evidence arising from this analysis shows us that there are approaches to the concept of citizen education, however, a disarticulation between the policies and the curricular structure is obvious, which has generated a bias in its definition. Finally, a conceptual model of citizen training is presented, which is based on the analysis carried out, but its structure and applicability are not reduced to the 2011 Study Plan, on the opposite, it is a reference for new curricular proposals since the training of citizens is an ongoing duty in our society.
